Who We Are
Founded in May 1987 by a group of Christian workers deeply moved by the harsh realities facing street children in the Philippines, SPECS Foundation was established to bring hope and safety to vulnerable youth. Registered with the Securities and Exchange Commission (SEC) as a non-profit, non-stock, non-governmental organization, SPECS operates as a licensed and accredited partner of the Department of Social Welfare and Development (DSWD).

​Driven by a vision of lasting intervention, the organization conceptualized the Kaagapay Temporary Shelter Program in 1990 to provide immediate refuge for children on the streets. The mission gained vital international momentum in the summer of 1991 when a group of like-minded Christian nationals from Germany visited the shelter. Their generous financial partnership allowed SPECS to scale its efforts, culminating in the launch of the Residential Care Program—a dedicated initiative providing holistic care and stability for young, at-risk boys.

​Today, SPECS continues with its mission of ensuring that young people grow up in safe, healthy, and nurturing families and communities.
